Here is an interesting article at about money which talks about that unfortunate e-mail arrives saying your seller account privilages have been suspended. Once this happens there is basically no way to ever legitimately get back on eBay without changing credit cards, bank accounts and setting up an LLC so the account is in the companies name and not your name. Short of doing these steps you are essentially banned from eBay forever.
This article seems to echo eBays lipservice that you can get back on or that alludes to their being an appeal process but this is not the case. You'll get nowhere with eBay customer service agents no matter how many you call.
